PUBLIC WORKS DEPARTMENT
The Village of Gowanda Public Works Department is the operations component of Village government. The Department manages, operates and maintains the streets, storm water drainage system, landfill post closure operations, parks, water treatment plant, water distribution system, wastewater treatment plant, New York State Department of Health approved Environmental Lab, wastewater collection system, municipal parking, sidewalks, equipment maintenance garage and refuse and garbage disposal.
WATER AND WASTEWATER SERVICES
Water and wastewater services include three groups who deliver water and sewer services to the Village. All staff members are fully trained and licensed to perform services under the auspices of the Erie County Health Department and the State of New York.
Gowanda owns and operates its own waterworks that is located in the Village. Gowanda has a long tradition of providing quality water at a very cost efficient price to residents and businesses within its boundaries.
Gowanda owns and operates its own sewage treatment plant on Aldrich Street. The plant has been built and is maintained to support the residential and business needs within village boundaries.

The Village of Gowanda Highway Department, located on Industrial Place in the Village, was established in 1848 when the Village of Gowanda was incorporated.

- 30 miles of storm sewers
- 20.3 acres of park land
- 5 municipal parking lots totaling 5.5 acres
- Equipment maintenance garage
- 30 miles of sidewalk (sidewalks plowed by the Village, maintained by homeowner)
Sewer Department
The Village of Gowanda sewer services were established in 1897 with the construction of sanitary sewers and a series of septic tanks through out the Village. In 1959 the Village added additional sewers and constructed a wastewater treatment plant on Aldrich Street in the Village. The Aldrich Street plant was updated in 1992 and a Bio solids composting facility was added in 1994 and updated in 2003. Today, this state-of-the-art regional wastewater management facility services the Village of Gowanda, Village of Perrysburg, Collins Correctional Facility, Gowanda Correctional Facility and customers in the Towns of Collins and Persia. The Village Wastewater Treatment Plant is a state-of-the-art 2.2 million gallon-a-day Biological Oxidation plant with phosphate removal and two stage anaerobic digestion. The plant achieves 90% or greater removal efficiency. All bio-solids produced by the plant are composted to produce Class A compost suitable for distribution to the Public.

Water Department
The Village of Gowanda water services were established in the late 1800’s with the creation of the Gowanda Water Works Company. In 1921, the Village purchased the assets of the company valued at $90,000 and formed the Village of Gowanda Water Department. From the 1800’s through 1920’s residents were provided water from reservoirs and systems that collected water from springs located on the hillsides that surround the Village. This water supply was gravity feed to village residents. In the 1930’s, the Village of Gowanda drilled a number of wells on Hill Street in the Village and constructed an iron removal water treatment plant on Crestwood Drive. In 1937 the Village constructed a water reservoir and raw water pump station on Point Peter Road. The Point Peter facility remains in use today. In 1960, the Village updated its water treatment process by adding rapid sand filters and a 1.7 million-gallon finished water reservoir. In 1987, the Village updated its water treatment plant by adding Culligan pressure filters to the treatment process. Today the Village of Gowanda provides a high-quality, reliable and affordable water supply capable of meeting both the current and future needs of the Village. The Village of Gowanda Water Department is located on Industrial Place in the Village of Gowanda and provides water to 1,403 village customer accounts (2,800 residents), as well as out-of-village customers in the Towns of Perrysburg, Collins, and Persia.
